Allamakee Insurance Fraud Arrests

Five individuals from Iowa and Wisconsin have had initial charges filed against them locally by the State of Iowa Insurance Fraud Bureau.

Stanley John Pophal of Wausau Wisconsin, David Duane Halvorson of Galesville Wisconsin, Gary Halvorson Sr. of Waukon, Casey Lynn Halvorson of Mcgregor and Debra Dawn Mink of Prairie Du Chien Have all been charged with agent registration requirement and exemptions, (selling securities without a license), a Class D Felony.

This is an ongoing investigation and anyone who has invested any money with Pophal, or the Halversons is asked to call the Allamakee County Sheriff’s Office and speak with Investigator Chris McCartney at 563-568-4521.

A criminal charge is merely an accusation, and defendants are presumed innocent until and unless proven guilty
