Special Council Meeting
Wednesday, June 3rd, 2026 @ 6:30 p.m.
302 Main St. Clayton City Hall
The meeting was called to order with the Pledge of Allegiance by Mayor Kuehl-Berns.
Council member present, Brandel, Drexler, Hart, Michels & Staake. Also present were Mayor Kuehl-Berns and City Clerk Baych. Guest present in person: None. Guest present via Zoom: Kim Kuehl
Update on status of proposed amendments to Chapter 155 – Building & Land Use/Mayor Kuehl-Berns informed council that Iowa Codification had not yet submitted the changes asked by council on the revisions and the city attorney has not reviewed them. She also presented forms for building permit application and variance decisions she developed.
Consider Building Permit Application and Variance request, 504 1st Street – Steve Johnson The council reviewed Building Permit Application No. 2026-01 and Variance Application No. 2026-01 for a proposed detached garage and breezeway at 504 1st Street. Questions regarding property lines and project measurements raised at the previous meeting had been clarified. The proposed project required variances related to garage height and side yard setback requirements.
Drexler moved to approve Variance Application No. 2026-01 with specification outlined in the associated variance decision form. Seconded by Hart. Roll call vote: All ayes. Motion carried.
Staake moved to approve Building Permit Application No. 2026-01, contingent upon no concerns being received from property owners within 300 feet of the property during a two-week public comment period. Seconded by Drexler. Roll call vote: All ayes. Motion carried.
Consider Building Permit Application and Variance request, 525 Main Street – Mark Oberbroeckling The council reviewed Building Permit Application No. 2026-02 and Variance Application No. 2026-02 for a proposed detached garage at 525 Main Street. Questions regarding property lines and project measurements raised at the previous meeting had been clarified. The proposed project required variances related to garage placement, garage height, and garage dimensions.
Drexler moved to approve Variance Application No. 2026-02 and the associated variance decision. Seconded by Hart. Roll call vote: All ayes. Motion carried.

Accept donation of AED devise from Tyler Chadima, Hawkeye 1st Aid & Safety and discuss placement of devise – Mayor Kuehl-Berns thanked Mr. Chadima for the generous donation of an AED device to the City of Clayton. A motion was made by Staake and seconded by Drexler to accept the AED device. The council discussed potential
locations for the AED, with a preference for a location near the riverfront. Options considered included placement at one of the restaurants, City Hall, construction of a dedicated storage structure, and placement in the exterior storage closet on the front of the Claytonian building. Accessibility, visibility, temperature control, and public access were discussed as important factors in determining the final location. Council member Hart will explore temporary storage at the Clayton Lighthouse while additional placement options are evaluated.
With no further business, A motion by Drexler with a second by Michels was made to adjourn at 7:10 PM., Roll Call, All Ayes, motion approved.
