Edgewood City Council

Edgewood City Council met in regular session, Monday, May 13, 2024 in the Community Room. Mayor  Hemann called the meeting to order at 6:00 p.m. Council Members present: Sullivan – via speaker phone,  Struble, Brady – via speaker phone, Kopren; Absent – Kendrick. Mayor Hemann welcomed nine visitors.  

Motion by Sullivan, second by Kopren to approve the agenda. Roll Call: Ayes – Brady, Kopren, Struble,  Sullivan; Nays – 0. Motion carried. 

The City Clerk asked council members about purchasing an AED for the pool. Members were in  agreement that one should be purchased and kept at the city pool. She also asked the council what to pay  life guards who may work in the basket house when needed during the summer. Council members agreed  to pay their life guard wage as that is what they were hired at. 

Mayor Hemann informed the council that he has contacted the Iowa DOT about putting up some new  signage to redirect trucks heading to Kendricks. They should be using S. Locust St instead of going  through the residential parts of town. 

Motion by Struble, second by Kopren to approve the consent agenda consisting of: A.) Minutes of  4/15/24; B.) Treasurer’s Report – April 2024; C.) Bills for Approval; and D.) Renew Liquor License – Edgewood Locker. Roll Call: Ayes – Kopren, Sullivan, Struble, Brady; Nays – 0. Motion carried.

Motion by Sullivan, second by Struble to approve a building permit (garage) for Kent Gourley, located at  502 S. Washington St, pending neighbor signatures on building permit application. Roll Call: Ayes – Kopren, Struble, Brady, Sullivan; Nays – 0. Motion carried. 

Motion by Struble, second by Kopren to approve a building permit (garage) for Nathan Ronnebaum,  located at 507 W. Union St. Roll Call: Ayes – Brady, Sullivan, Kopren, Struble; Nays – 0. Motion carried.

A penalty/service charge for residents not signed up for water meter change was tabled until next meeting. 

Motion by Sullivan, second by Brady to hire Brad Perrinjaquet to install the new water meters at Yankee  Settlement and Rabbit Run Rd apartments at $25 per meter. Roll Call: Ayes – Sullivan, Kopren, Struble,  Brady; Nays – 0. Motion carried. 

Motion by Sullivan, second by Struble to offer Candidate #2 the part time maintenance position at  $18/hour. This position will be approximately 20 hours per week. Roll Call: Ayes – Struble, Brady,  Kopren, Sullivan; Nays – 0. Motion carried.  

Motion by Struble, second by Kopren to approve Prairie Road Builders to seal coat the Composite Site  Road. Roll Call: Ayes – Brady, Struble, Kopren, Sullivan; Nays – 0. Motion carried. 

Motion by Sullivan, second by Brady to hire the following for the 2024 swimming pool season: Sophie  Mueller – Lifeguard, Tucker Bolsinger – Basket house. Roll Call: Ayes – Kopren, Struble, Brady,  Sullivan; Nays – 0. Motion carried. 

Estimates were received and reviewed to pour concrete approaches where the Viking Trail crosses N.  Fleming St in the Industrial Park. Motion by Sullivan, second by Kopren to accept Chris Funk  Construction’s bid. Roll Call: Ayes – Brady, Sullivan, Kopren. Abstain – Struble. Motion carried. 

Motion by Struble, second by Sullivan to remove garbage refuse charge on businesses with a dumpster  pending more research on the topic. Roll Call: Ayes – Sullivan, Brady, Struble, Kopren; Nays – 0. Motion  carried. 

The Edgewood Locker submitted a contract amendment asking to extend the date needed to meet the  employment obligations. Motion by Sullivan, second by Brady to approve Mayor Hemann to sign the  contract amendment. Roll Call: Ayes – Struble, Brady, Sullivan, Kopren; Nays – 0. Motion carried. 

Motion by Struble, second by Brady to approved Edgewood Board of Economic Development Bi-Annual  payment of $7,500.00 for East Development. Roll Call: Ayes – Kopren, Brady, Sullivan, Struble; Nays – 0. Motion carried. 

Ed-Co Little League received a $5,000.00 grant from the Foundation for the Future of Delaware County. They asked that the City of Edgewood match those funds received. Motion by Sullivan, Second by  Struble to approve this request. Roll Call: Ayes – Kopren, Struble, Brady, Sullivan; Nays – 0. Motion  carried.

David Meyer from Burrington Group explained the request from the Iowa DOT for Ed-Co CSD. Motion  by Sullivan, second by Kopren to approve the access permit and sewer connection for the school. Roll  Call: Ayes – Sullivan, Kopren, Brady, Struble; Nays – 0. Motion carried. 

Motion by Sullivan, second by Struble to approve an off-premise advertising sign for the car wash on the  West end of town. Roll Call: Ayes – Struble, Kopren, Brady, Sullivan; Nays – 0. Motion carried. 

Mayor Hemann declared the Public Hearing on the Fiscal Year ’24 Budget Amendment for the City of  Edgewood open at 7:16 p.m. There were no taxpayers or citizens voicing their opinion for or against said  amendment as published. The hearing was closed at 7:17 p.m. Motion by Kopren, second by Struble to  approve Resolution 24-06 Amending Current Budget ending June 30, 2024. Roll Call: Ayes – Sullivan, Struble, Brady, Kopren; Nays – 0. Motion carried. 

Discussion items – water meter changes, invoices from Ray’s Excavating for Lot #13 in the Industrial  Park work, Edgewood Vet Clinic adding a crematorium, and fixing Kent Gourley mailbox after being hit  while plowing snow 

Motion by Sullivan to adjourn at 7:21 p.m. All Ayes.
