The Elkader City Council approved a resolution for the issuance of just over two-million dollars in General Obligation Bridge Improvement Bonds and provide for the levy of taxes to pay for the bonds. The move is related to the Keystone Bridge Improvement Project. The Bonds will be financed over a twenty-year period and can be refinanced in 2032. The property tax levy is estimated at $3.32 per-thousand each year.
The Council did not pass the first reading of an ordinance to rezone a two-block area from Cedar to Mulberry Street from C-1 to C-2 to match the rest of the downtown area. The council may revisit the issue.

The Elkader City Council met on Monday, September 23, 2024 in regular session at 6:30 p.m. at the Elkader City Hall with Mayor Josh Pope presiding. The Pledge of Allegiance was recited and roll call was taken.

Public hearing on recommendation from the Planning and Zoning Commission to rezone certain property and to change permitted uses in C-2 Mayor Pope opened the public hearing on rezoning property from C-1 to C-2 and incorporating the permitted uses from C-1 into C-2 (with the exception of the boat sales and repair item). No public comments were received during or before the public hearing. Mayor Pope closed the public hearing.
Garms moved to approve the first reading of Ordinance 2024-04 - AN ORDINANCE AMENDING CHAPTER 165 OF THE MUNICIPAL CODE OF THE CITY OF ELKADER, IOWA (2022), BY REZONING CERTAIN PROPERTY AND CHANGING PERMITTED USES IN C-2 except substitute the permitted uses recommended by the Planning and Zoning Commission with the permitted uses recommended by staff. Henning seconded the motion. Hauber asked questions to clarify the recommendation from the Planning and Zoning Commission.

Administrative staff update Staff reviewed the information for Municipal Securities Disclosure training for the City Council. Staff also updated the Council on several items.
Questions and concerns from the City Council members A question were asked about the Holiday Light Up the Night and the bathhouse being open; a question was asked about the storm sewer outfall associated with the Keystone Bridge project.
Adjournment Henning moved to adjourn the meeting. Hauber seconded the motion. Mayor Pope declared the meeting adjourned at 6:49 p.m.
