Luana City Council Minutes of August 6, 2026

The Luana City Council held their regular monthly meeting Thursday, August 6, 2026, at 7:00 pm. with Council Members Lonnie Baade, Kevin Boddicker, Todd Olson and Jackie Radloff-Schneider present. Absent: Craig Radloff.

Mayor Luke Steege called meeting to order at 7:00 pm.

Minutes of July meeting were reviewed and approved upon motion by Radloff-Schneider, second by Baade carried unanimously. 

Olson motioned to pay all monthly claims totaling $25,196.16, Boddicker second, carried unanimously. Receipts for the month totaled $39,700.32. Radloff-Schneider motioned to pass Res. 8-2026 T.O.F, Olson second, carried unanimously. Council reviewed reconciled reports.

Humble informed council that attorney has received abstract and has completed title opinion on land purchase for upgraded lagoon project. Closing date is set for August 20, 2026.

Diana Johnson, UERPC, provided forms to be reviewed and signed for CDBG grant. Forms included Acknowledgement of Environmental Review, Authorization for Alternative Signatures, Labor Compliance Point of Contact. Boddicker motioned to approve contract for services between UERPC and the City of Luana, Baade second, carried unanimously. Baade motioned to approve Res. 8.1-2026 Adopting Policies Compliant to the 2026 CDBG Grant for Wastewater Treatment Improvements, Radloff-Schneider second, carried unanimously.

Olson motioned to approve building permit for 40’X48’ building at 406 Church Street, permitting all city ordinances and city codes are followed, Boddicker second building permit, carried unanimously.

Boddicker motioned to approve moving hydrant 20 to 30 feet located at 406 Church Street to allow easier access at owners’ expense, Olson second, carried unanimously. Radloff-Schneider abstained from voting.

Property owner of 406 Church Street requested to install an Iowa Hydrant on their property at their expense. Baade approved to approve Iowa Hydrant at 406 Church Street, Olson second, carried unanimously. Radloff-Schneider abstained from voting.

Property owner of 404 Church Street requested to install an Iowa Hydrant on their property at their expense. Olson motioned to approve Iowa Hydrant at 404 Church Street, Boddicker second, carried unanimously. Baade abstained from voting.

Baade motioned to approve street dance and outdoor liquor license for Luana Tavern for Luana Daze, Boddicker second, carried unanimously. Olson abstained from voting.

Luana Community Club informed council of a community LED sign they are raising funds for. Sign would be used for information/communication with our community. Consensus of council to approve community sign with the city paying the electric cost. Other projects the community club has done for the city were discussed and appreciated.

Tree Removal at 307 Main Street was tabled until property owner has been notified. Other trees within the city blocking signs have been addressed.

Public Works, Henkes, requested to either fill in grate or replace grate located at corner of Burgess and Truman Street. Consensus of council to fill in grate due to the slope of the road.

Council discussed numerous violations of on street parking within the City. No street parking signs will be purchased for Countryside Estates.

Council discussed unkept property at 406 Old Hwy18 and requested Humble to send a letter.

Next regular council meeting will be held September 3, 2026, at 7:00 pm.

Mayor Steege adjourned the meeting at 7:54 pm.
