On April 7th, 2025, at approximately 9:00 AM, Manchester Police utilized the Joint County Emergency Response Team (JCERT) to serve 2 high-risk warrants in the City of Manchester. These investigations and the utilization of JCERT stemmed from firearms or illegal firearms-related crimes.
JCERT is utilized in specific incidents that require a more tactical response and mitigate potentially dangerous situations for the public or officers. Manchester Police are grateful for this specialized unit and its ability to assist with our investigations. The assistance of this specialized unit resulted in all operations being completed with no negative outcome.
High-risk warrants were served at 828 East Butler Street and 1001 North Franklin Street. Citizens likely saw an increased police presence in these areas on April 7th. Both incidents resulted from separate cases, and investigations are still ongoing.
At this time, charges have been filed against one defendant listed below:
Charles G. Clute, 55 years old from Manchester, has been taken into custody and charged with Intimidation with a Dangerous Weapon (Class C Felony), Possession of a Controlled Substance (Serious Misdemeanor), and Possession of Drug Paraphernalia (Simple Misdemeanor).
Other charges and other suspects may be identified or charged at a later date, as the investigations are ongoing.
All defendants listed in this release are presumed innocent until proven guilty in a court of law. A charge is merely that, the department has sufficient evidence to support a violation of the listed statutes.
