Clayton County Authorities release information on a number of arrest incidents and accidents

October 2, 2025 shortly after 2:00 a.m. – Deputies stopped a Ford Fusion driven by Jerilyn Fedeler, 22, of Volga, for no illuminated license plates and expired registration. Fedeler showed signs of impairment, admitted to drinking, failed field sobriety tests, and was arrested for OWI 1st.
October 5 at approximately 1:00 p.m. – Cynthia Gerner, 61, of Elkader, was northbound on Highway 13 when her vehicle was struck by a vehicle turning left driven by Gary Dempster, 72, of Elkader. Gerner’s vehicle was disabled. Dempster was cited for failure to yield.
October 15 at approximately 4:41 p.m. – Deputies stopped a light gray or white Ford truck driving erratically. Passenger Robert Haney, 30, of Elkader, admitted discarding marijuana, a grinder, and a vape pen. Haney was arrested for possession of drug paraphernalia.
October 17 at approximately 12:42 p.m. – A 4-wheeler fell from a trailer pulled by a 2019 GMC Sierra driven by Ethan Stubbs, 24, of Luana, and struck a 2004 Chevy Impala driven by Jordan Marfilius, 33, of Monona. No injuries were reported.
October 21 at approximately 3:44 a.m. – Deputies responded to a suspicious vehicle on Esmann Island and arrested the driver, Tyler Herman, 34, of Colesburg, for driving under suspension.
October 24 at approximately 10:30 p.m. – Deputies stopped a Chevrolet Blazer driven by Zachary Shepherd, 30, of Elgin, for no rear license plate. Marijuana and an open bottle of vodka were located. Shepherd was arrested for possession of marijuana and paraphernalia, open container, operating a non-registered vehicle, and no insurance.
October 25 at approximately 8:17 p.m. – Deputies stopped a red Ford pickup with no taillights. The driver, Milton Brown Belisle, 42, of New Hampton, showed signs of impairment, failed field sobriety tests, and was arrested for OWI 1st.
October 27 at approximately 5:30 p.m. – A 2004 Peterbilt semi operated by Kyle Millard, 44, of Guttenberg, was slowing to turn when it was struck from behind by a vehicle driven by Kaitlyn Wagner, 18, of Prairie du Chien. No injuries were reported. Wagner was cited for failure to reduce speed.
October 28 at approximately 12:40 p.m. – Tatum Palmer, 18, of Chillicothe, MO, was northbound on Littleport Road when he crossed the center line, entered the west ditch, struck a field driveway, and went through a fence. His 2017 Chevy Malibu was totaled. Palmer was transported to Regional Medical Center with injuries.
November 1 at approximately 12:00 p.m. – A 2007 Chevy K2500 driven by Jon Keppler, 52, of Oelwein, flipped on Crystal Road after entering a curve too fast while pulling a trailer. Keppler was cited for failure to maintain control.
November 3 at approximately 11:02 p.m. – Steven Anderson, 76, of Asbury, stopped at a stop sign on Great River Road in a 2006 Nissan Frontier and backed into a vehicle driven by William Turner, 52, of McGregor. Both vehicles were damaged. Anderson was cited for unsafe backing.
