Decorah Man Seriously Injured in Bicycle-Car Accident and Three Separate Arrests Made

A Decorah man was seriously injured when his bicycle was struck by a car in Winneshiek County. 61-Joseph Allen Puffer was injured in the accident. Authorities report the accident occurred on September 13th at 6:42pm. 21-year old Norah Emily Moravec of Rochester, Minnesota was operating a 2019 Honda HR-V westbound on Pole Line Road. Moravec stated the sun was in her eyes and never saw the Puffer bicycle. Puffer received suspected serious injuries and was taken by EMS Air to Saint Mary's Hospital in Rochester. Moravec was charged with Failure to Maintain A Reasonable and Proper Speed.
