The investigation determined that a 2017 Bluebird school bus belonging to the Oelwein Community School District, operated by Dwayne Cooper of Oelwein, was traveling northbound on 2nd Avenue Northwest when a 2027 Jeep Renegade, operated by Alyssa Sparrgrove of Strawberry Point, failed to yield while traveling westbound on 3rd Street Northwest and turned into the school bus.
