Volga City Council Minutes from Special Meeting on May 27th

The Volga City Council held a special meeting on Wednesday, May 27, 2026 in the Volga City Hall. Mayor Elaine Follon called the meeting to order at 5:30pm. Council members Crystal Nicholson, Tom Whittle, Parker Klingman, and Tyler Phillips (via speakerphone) answered Roll Call. Dave Palas and Theresa Palas were also in attendance. 

Nicholson motioned to move the Washington Street items on the agenda to the first items. Second by Klingman. All voted in favor. Motion carried. 

Rhonda Fry entered the meeting. 

Washington Street Project: 

Motion by Fry to approve Change Order 10 for reduction in quantity of material used. Second by Nicholson. All voted in favor. Motion carried. 

Motion by Klingman to approve the County to process semi-final payment for Washington Street Project. Second by Fry. All voted in favor. Motion carried. 

Oak Street Bridge: Mayor Follon updated council on discussions with the County Engineer regarding the fact that the bridge is a city bridge and not a county bridge, and county involvement in construction engineering is not available. Council discussed inspection reports. Dave Palas discussed conversations with contractors and engineers on the condition of the bridge and options to keep the Oak Street Bridge open. Motion by Fry to get costs for a second inspection on the bridge for the June meeting and delay the closure of the bridge until July 17 in order for council to have time to react to and work with the second inspection. Second by Nicholson. All voted in favor. Motion carried. 

Motion by Klingman to adjourn. Second by Whittle. All voted in favor. Meeting was adjourned at 6:02pm..
