Incident Details: The Winneshiek County Sheriff’s Office conducted a traffic stop after a vehicle failed to yield to oncoming traffic at the intersection of Mechanic Street and West Water Street in Decorah. Subsequently, the driver, Jaime Melgara Rivera, was arrested and booked into the Winneshiek County Jail for No Valid Driver’s License, Fail to Yield Upon Left Turn and Failure to Provide Insurance.
