Winneshiek County Authorities release information on two separate arrests including Eluding incident

Incident/Charge: Serious Misdemeanor Possession of Controlled Substance, Simple Misdemeanor Interference with Official Acts, Failure to Reduce Speed to a Reasonable and Proper Rate and Excessive Speed Speeding 21 MPH or Over.

Incident Details: On October 1, 2026, at approximately 7:44 p.m., a Winneshiek County Sheriff's Deputy on routine patrol in the area of Spruce Ridge Road and Locust Road observed a northbound vehicle turn east onto Canoe Ridge Road without signaling. The deputy followed the vehicle, which accelerated and pulled away, the deputy activated emergency lights and siren.

Near the intersection of Canoe Ridge Road and Landmeyer Road, the deputy located the vehicle in the east ditch, where it appeared to have struck a power pole. A male subject fled the vehicle on foot into an adjacent field. The subject, the sole occupant, later returned and surrendered to the deputy, but failed to comply with repeated commands. Drug paraphernalia was located at the scene.

The driver, Seth Schmidt, was transported to WinnMed for medical evaluation. A search warrant was applied for in connection with an operating while intoxicated investigation. Following medical clearance, Schmidt was transported to the Winneshiek County Jail and charged with Speeding (85/55), Failure to Maintain Control, Interference with Official Acts, and Possession of a Controlled Substance — Marijuana, 1st Offense. Additional charges are pending.

Incident/Charge: Simple Misdemeanor Violation of No Contact Order

Location: 1815 Highway 9, Decorah, Iowa

Person: Jack Frisbey

Address: Elma, Iowa

Age: 30

Incident Details: The Winneshiek County Sheriff’s Office received a report of a violation of a no contact order. Deputies responded and found Jack Frisbey in violation of a no contact order. Frisbey was arrested and transported to the Winneshiek County Jail for simple misdemeanor violation of a no contact order.
