Charges Filed Following Attempted Armed Robbery and Shooting Investigation in Oelwein

The Oelwein Police Department has filed charges against multiple individuals following the investigation of an attempted armed robbery and shooting that occurred on July 10, 2026, in the McDonald’s parking lot in Oelwein.
At approximately 9:06 pm., officers responded to multiple reports of a confrontation and gunfire in the parking lot. The investigation determined that several individuals had arranged to meet for the purported sale of property.
During the confrontation, a handgun was displayed and at least one round was fired. No injuries were reported. Officers recovered a spent 9mm cartridge casing from the scene and seized an involved vehicle as evidence.
The investigation involved the extensive use of law enforcement technology, including unmanned aircraft systems, thermal-imaging equipment, license plate recognition cameras, surveillance video, and other electronic investigative resources. These tools, combined with witness interviews, physical evidence, and traditional investigative methods, assisted officers in reconstructing the incident, identifying involved vehicles, and narrowing the list of potential suspects.
As a result of the investigation, criminal complaints have been filed and arrest warrants have been requested for:
Jaqwon Jerome Ndimbe, age 16, of Waterloo
Robbery in the First Degree, a Class B Felony
Intimidation with a Dangerous Weapon, a Class C Felony
Assault While Participating in a Felony, a Class D Felony
Going Armed with Intent, a Class D Felony
Possession of a Firearm by a Prohibited Person, a Class D Felony
Mason Lee Bushaw, age 17, of Oelwein
Robbery in the First Degree, a Class B Felony
The Oelwein Police Department has also submitted a juvenile referral concerning a 15-year-old juvenile from Hazleton for:Robbery in the First Degree, a Class B Felony
The identifying information is being released in accordance with Iowa law because the allegations involve conduct that would constitute a forcible felony if committed by an adult.
The investigation remains active. Law enforcement continues to examine the actions of additional individuals, and arrest warrants have been requested for others believed to have been involved. Additional charges may be filed as the investigation continues.
The filing of a criminal complaint, the request or issuance of an arrest warrant, or the submission of a juvenile referral is not a determination of guilt. All persons accused of criminal or delinquent conduct are presumed innocent unless and until proven guilty through the appropriate court proceedings.
