Clayton County Authorities Release Information on a Number of Arrests and One Accident

On July 31, 2026, Clayton County deputies arrested Damien Earl, 22, of Guttenberg, for burglary in the third degree, theft in the second degree, and criminal mischief in the second degree. The arrest stemmed from an approximately month-long burglary investigation involving a property on King Road in rural Garnavillo.

On August 2, 2026, Clayton County deputies arrested Timothy Schmitt, 32, of Guttenberg, for burglary in the third degree, theft in the second degree, criminal mischief in the second degree, and possession of drug paraphernalia. The arrest stemmed from an approximately month-long burglary investigation involving a property on King Road in rural Garnavillo.

On August 7, 2026, at approximately 8:23 p.m., Clayton County deputies arrested Julie Henke, 52, of Strawberry Point, for operating while intoxicated, first offense. The arrest stemmed from the Guttenberg Police Department requesting assistance with a possible intoxicated driver on Great River Road north of Guttenberg.On August 11, 2026, at approximately 3:32 p.m., Clayton County deputies responded to a single-vehicle crash on Garber Road near the intersection of Ironwood Road. Following an investigation, it was determined that David Watt, 54, of Garnavillo, was traveling eastbound on Garber Road in a 2008 Chrysler Sebring when he lost control of the vehicle, crossed the center line, entered the north ditch, and struck a tree. No injuries were reported. Watt was cited for failure to maintain control.

On August 13, 2026, at approximately 1:39 a.m., Clayton County deputies arrested Harold Jones, 47, of Dubuque, for operating a motor vehicle without the owner's consent, driving while license barred, and driving while license suspended. The arrest stemmed from the Clayton County Communications Center receiving a report that the vehicle Jones was operating had been stolen from a residence north of Marquette on Highway 76.

On August 14, 2026, at approximately 7:19 p.m., Clayton County deputies issued a summons to Edward Koch, 51, of Waterloo, for driving while license barred and fraudulent use of registration. The summons stemmed from Iowa Department of Natural Resources requesting assistance on Highway 76 north of Marquette with a fish and game violation.

On August 15, 2026, at approximately 9:30 p.m., Clayton County deputies arrested Carlos Hernandez Figueria, 26, of Postville, for providing false identification information, driving with a suspended license, failure to have SR-22 insurance, open container—driver, and failure to dim headlights. The arrest stemmed from a traffic stop on Littleport Road near the intersection of Grandview Road for failure to dim headlights.

On August 16, 2026, at approximately 1:39 a.m., Clayton County deputies arrested Oliver Lopez Tagual, 31, of Postville, for operating while intoxicated, third or subsequent offense; driving while license barred; driving while license suspended; open container—driver; and improper use of lanes. The arrest stemmed from a traffic stop for improper use of lanes on Highway 18 near Marquette.

On August 18, 2026, Clayton County deputies arrested Jonathan Steele, 44, of Farmersburg, on active arrest warrants out of Houston County, Minnesota, for kidnapping and false imprisonment. Steele was taken into custody without incident and transported to the Clayton County Law Enforcement Center pending extradition to Minnesota.

On August 19, 2026, at approximately 8:44 a.m., Clayton County deputies arrested Harve Ludovissy, 49, of Guttenberg, for operating while intoxicated, first offense. The arrest stemmed from a traffic stop on Highway 18 for defective rear lamps.

On August 24, 2026, at approximately 7:37 p.m., Clayton County deputies arrested Robert Doubek, 58, of Clermont, for driving while license suspended and failure to provide proof of financial liability. The arrest stemmed from deputies observing Doubek operating a motor vehicle on Falcon Avenue near Monona.
