Clayton County Authorities release information on a number of incidents between March 8th and May 16th

On March 8, 2026, deputies assisted the Guttenberg Police Department at Stadium Bar and Grill with an intoxicated patron. 68-year-old Robert Heinze of Guttenberg was arrested for public intoxication and booked into the Clayton County Jail.
On March 26, 2026, at approximately 4:50 a.m., 47-year-old Brian Brincks of Luana was traveling northbound on Dolphin Avenue when he lost control on a fully ice-covered roadway. The vehicle entered the west ditch and overturned. Brincks sustained minor injuries and declined medical transport. The Clayton County Sheriff’s Office was assisted by Monona Ambulance, Luana Fire, and the Clayton County Roads Department.
On March 30, 2026, Clayton County Deputies responded to Main St. in North Buena Vista for a report of fire spreading through multiple properties. Through a continued investigation and witness statements, it was determined the fire had been intentionally started by Keith T. Hefel, 68,
of North Buena Vista. On April 3, 2026, Clayton County Sheriff’s Deputies arrested Hefel for Reckless Use of Fire, a serious misdemeanor, and transported him to the Clayton County Jail.
On March 30, 2026, the Clayton County Sheriff’s Office assisted the Guttenberg Police Department with a disturbance at Casey’s General Store. The reporting party left the scene and contacted law enforcement from Kwik Star. Upon arrival, 24-year-old Cody Mammenga of Plainview, Minnesota consented to a search of his backpack. Deputies located multiple forms of drug paraphernalia, THC wax, marijuana, and THC gummies. Mammenga was placed under arrest for possession of a controlled substance (marijuana) 1st offense and possession of drug paraphernalia and transported to the Clayton County Jail.
On March 31, 2026, at approximately 3:50 p.m., deputies observed a black Hyundai with the driver identified as 39-year-old Mark Billingsley of Guttenberg. Billingsley was known to have a barred driver's status in Iowa, which was confirmed though Clyton County Dispatch, and a traffic stop was initiated. Billingsley was placed under arrest for driving while barred and failure to provide proof of financial liability, and transported to the Clayton County Jail.
On April 1, 2026, at approximately 2:08 p.m., deputies recognized a white Ford F250 driven by 59-year-old Dennis Naley of Garber, who was known to have a suspended license. After confirmation through Clayton County Dispatch, a traffic stop was initiated where Naley was arrested for driving while suspended and transported to the Clayton County Jail.
On April 1, 2026, at approximately 5:30 p.m., a Clayton County Deputy recognized 29-year-old Chandler Nuehring of Monona operating a Chevrolet Malibu near 125th Ave. and Egale Dr. in Luana. Deputies were aware Nuehring had a suspended license, which was confirmed through Clayton County Dispatch, and a traffic stop was initiated. Nuehring was arrested for driving while suspended and transported to the Clayton County Jail.
On April 5, 2026, at approximately 6:37 a.m., deputies assisted the Strawberry Point Police Department with a single vehicle accident with injury near Highway 13 and Highway 410. The driver, 35-year-old Debra Nieman, displayed signs of impairment and an empty Smirnoff alcohol container was observed under the gas pedal. Strawberry Point EMS responded, but Nieman refused treatment. After field sobriety testing and a preliminary breath test, it was determined Nieman was operating while intoxicated at the time of the crash. Niemand was arrested, charged with Operating While Intoxicated 1st Offense, and transported to the Clayton County Jail.
On April 20, 2026, at approximately 2:40 p.m., Clayton County deputies arrested David Pint, 56,of Independence, IA for driving while license suspended and failure to maintain SR-22 insurance. The arrest stemmed from deputies observing Pint operating a motor vehicle on U.S. Highway 52 near Millville.
On April 21, 2026, at approximately 6:36 p.m., Clayton County deputies conducted a traffic stop on U.S. Highway 13 near 230th Street for a speeding violation. Upon contact, deputies detected the odor of marijuana coming from the vehicle and a probable cause search was conducted. As a result, Michael LaPlante, 32, and Brayden Free, 29, both of Appleton, WI were each issued a summons for first offense possession of marijuana. LaPlante was also cited for excessive speed.
On April 28, 2026, at approximately 12:00 a.m., Clayton County deputies responded to a report of a vehicle in the ditch on Great River Road near Pikes Peak State Park. Upon arrival, deputies made contact with Daryl Carter, 69, of Overland Park, KS. Following an investigation, Carter was arrested for operating while under the influence second offense and failure to maintain control. Assisting the Clayton County Sheriff’s Office on scene were Mar-Mac Ambulance Service, McGregor Fire Department, and Bud’s Repair & Towing.
On May 1, 2026, at approximately 11:13 p.m., Clayton County deputies were dispatched to the area of King Road and Keystone Road for a vehicle in the ditch. Following an investigation, Travis Allie, 36, of Monona, IA was arrested and charged with operating while under the influence second offense, open container, failure to maintain control, and failure to provide proof of financial responsibility (accident-related). Assisting the Clayton County Sheriff’s Office on scene were McGregor Fire Department, Mar-Mac Ambulance Service, and Sautter’s Towing.
On May 2, 2026, at approximately 8:20 p.m., Clayton County deputies were dispatched to Millville Road near Hill Street for a report of an ATV versus deer crash. Upon arrival, deputies made contact with Matthew Palmer, 34, of Millville, IA who was operating the ATV at the time of the crash. A driver’s license check revealed Palmer’s driving privileges in Iowa were revoked. Following an investigation, Palmer was arrested and charged with driving while license revoked.
On May 3, 2026, at approximately 1:44 a.m., Clayton County deputies conducted a traffic stop for a speeding violation on U.S. Highway 18 near Glider Road. The driver, Israel Schtein, 54, of Postville, IA was found to have a suspended Iowa driver’s license and was issued a summons for driving while license suspended.
On May 5, 2026, at approximately 4:10 p.m., Clayton County deputies arrested Robert Cole, 44, of Postville, IA for driving while license suspended. The arrest stemmed from deputies observing Cole operating a motor vehicle on U.S. Highway 52 near Jolly Ridge Road.
On May 8, 2026, at approximately 6:52 a.m., Clayton County deputies were dispatched to a single-vehicle crash on Garber Road near Osterdock Road. An investigation determined Rose Heuchelin, 24, of Colesburg, was traveling northbound on Garber Road when she failed to negotiate a curve, entered the east ditch, and struck a brick retaining wall. Heuchelin was transported by Guttenberg Ambulance Service to Guttenberg Municipal Hospital & Clinics with suspected minor injuries. Heuchelin was later cited for failure to maintain control and failure to maintain or use her safety belt. Assisting the Clayton County Sheriff’s Office on scene were Guttenberg Fire Department, Guttenberg Ambulance, Iowa State Patrol, and Everett’s Towing.
On May 9, 2026, at approximately 3:54 p.m., Clayton County deputies were dispatched to 3 E. Washington St. in Farmersburg for a report of a female entering a residence without permission. Following an investigation, Careena Schroeder, 36, of Elgin, IA was arrested and charged with two counts of criminal trespass and possession of drug paraphernalia.
On May 9, 2026, at approximately 1:52 p.m., Clayton County deputies conducted a traffic stop on U.S. Highway 52 near 215th Street for a speeding violation. The driver, Thomas Loch, 68, of Decorah, IA was found to have a suspended Iowa driver’s license. Loch was issued a summons for driving while suspended and cited for excessive speed.
On May 10, 2026, at approximately 1:19 p.m., the Clayton County Communications Center received a report of an intoxicated female near Front Street and South Street in Farmersburg. Following an investigation, Lynette Knickerbocker, 28, of Monona, IA was arrested and charged with public intoxication and violation of a no-contact order. Raymond Rose, 58, of Monona, IA was also arrested and charged with interference with official acts and violation of a no-contact order.
On May 11, 2026, at approximately 1:53 p.m., Clayton County deputies responded to a two-vehicle crash at the intersection of U.S. Highway 128 and U.S. Highway 52. An investigation determined that a 2022 Subaru Crosstrek operated by Tracy Minerly, 58, of Guttenberg, IA was stopped at the stop sign when it was rear-ended by a 2003 Honda Pilot operated by Sherry Thrane, 59, of Garnavillo, IA. Both vehicles sustained functional damage and no injuries were reported. Thrane was cited for failure to maintain control.
On May 15, 2026, at approximately 10:29 p.m., Clayton County deputies arrested Douglas Pierce, 58, of Guttenberg, IA on an active Clayton County arrest warrant for operating while under the influence first offense. The arrest warrant stemmed from a motor vehicle crash that occurred April 3, 2026, on U.S. Highway 52 south of Guttenberg.
On May 16, 2026, at approximately 8:42 p.m., Clayton County deputies arrested Karen Baugh, 66, of Luana, IA on an active Clayton County arrest warrant for operating while under the influence first offense. The arrest warrant stemmed from an incident on April 15, 2026, in which Baugh was operating a motor vehicle on U.S. Highway 18 near Monona.
