Delaware County Authorities release information on six arrest incidents

MEDIA RELEASE:
On Sunday, May 10, 2026, at approximately 8:50 PM, Delaware County Sheriff’s Office Deputies charged Richard Francis Cooksley, 47, of Strawberry Point, with Possession of Contraband in a Correctional Institution (Class D Felony). This arrest was made after finding contraband on Cooksley after he arrived at the Sheriff’s Office to serve a jail sentence.

On Tuesday, May 12, 2026, at approximately 11:00 AM, the Manchester Police Department arrested Russell Lee Wickman, 47, on an active Delaware County Sheriff’s Office Warrant for Burglary 3rd Degree (Class D Felony) and Theft 5th Degree (Simple Misdemeanor). He was additionally charged by the Manchester Police Department with False Report – 911 Call (Simple Misdemeanor). On Friday, May 15, 2026, Wickman was served at the Delaware County Jail with an arrest warrant for Violation of Probation.

On Thursday, May 14, 2026, at approximately 12:00 PM, Kyle James Sherman, 18, of Cedar Rapids, turned himself into the Delaware County Sheriff’s Office on an active arrest warrant for Failure to Appear.

On Friday, May 15, 2026, at approximately 9:00 PM, Delaware County Sheriff’s Office Deputies assisted the Manchester Police Department in the arrest of Rhonda Dee Mensen, 65, of Manchester. Mensen was charged with Criminal Mischief 2nd Degree (Class D Felony), Operating While Under the Influence 1st Offense (Serious Misdemeanor), Interference with Official Acts (Simple Misdemeanor), and Reckless Driving (Simple Misdemeanor). This arrest had been made near the intersection of East Acers Street and Stiles Street after a report of a reckless driver near the intersection of Buchanan Street and Anderson Street in Manchester.

On Saturday, May 16, 2026, at approximately 10:20 AM, Andrew Jason Rhoades, 30, of Strawberry Point, turned himself into the Delaware County Sheriff’s Office on an active arrest warrant for Burglary 1st Degree (Class B Felony). This warrant was filed after a report of a disturbance on Tuesday, May 12, 2026, on Country Club Boulevard in Colesburg.
MEDIA RELEASE:
On Saturday, May 16, 2026, at approximately 6:00 PM, Delaware County Sheriff’s Office Deputies arrested Thomas Gerald Dague, 46, of Cedar Rapids. Dague was charged with Domestic Abuse Assault with Intent to Inflict Serious Injury 1st Offense (Aggravated Misdemeanor) and Operating a Boat While Intoxicated 1st Offense (Serious Misdemeanor). This arrest was made following a report of an assault on Lake Delhi.
