Clayton County Authorities release information on Six Recent Arrest Incidents

On June 5, 2026, at approximately 10:26 a.m., Clayton County deputies arrested Jennie Cook, 51, of Elkader, on charges of operating while under the influence - second offense, and possession of drug paraphernalia. The arrest stemmed from the Clayton County Communications Center receiving a traffic complaint regarding the vehicle Cook was operating on Highway 128 near Highway 13.
On July 29, 2026, at approximately 8:21 a.m., Clayton County deputies arrested Austin Perry, 22, of Fairbank, Iowa, for driving while license barred. The arrest stemmed from the Clayton County Communications Center receiving a traffic complaint regarding the vehicle Perry was operating on Highway 13 near Grandview Avenue.
On July 31, 2026, at approximately 3:07 p.m., Clayton County deputies arrested Shawna Patterson, 25, of Garnavillo, Iowa, for driving while license suspended. The arrest stemmed from deputies observing Patterson operating a motor vehicle on Highway 128.
On August 1, 2026, at approximately 2:23 p.m., Clayton County deputies arrested Melissa Dukes, 38, of Cedar Rapids, for driving while license suspended. The arrest stemmed from Dukes driving to the Clayton County Sheriff's Office for inmate visitation.
On August 4, 2026, at approximately 1:00 a.m., Clayton County deputies arrested Michael Mastin, 46, of Dubuque, Iowa, on charges of driving while license suspended, unlawful possession of prescription drugs, possession of a controlled substance, third or subsequent offense, failure to provide proof of financial liability, and failure to display registration plates. The arrest stemmed from a traffic stop on Centre Street near Monroe Street in Garnavillo for a registration violation.
On August 6, 2026, at approximately 3:30 p.m., Clayton County deputies issued a summons to Dustin White, 32, of Prairie du Chien, Wisconsin, for possession of drug paraphernalia. The summons stemmed from deputies assisting the Monona Police Department with a traffic stop on Highway 18 near Echo Avenue.
