The Clayton County Board of Supervisors approved a resolution for a 90-day Embargo on a number of county roads. Due to severity of the past winter and its effect on certain roads during the period of thawing this spring the Embargo took effect on March 10th. It covers a list of ten different roads in the County.

Meeting at 9:00 AM of the Clayton County Board of Supervisors at 600 Gunder Road NE, Elkader, Iowa.

Present: Steve Doeppke, Ray Peterson, and Doug Reimer

Guests: Douglas Puffett, Casey Stickfort, Garrett Baumgartner, Shawn Wirkler, Devon Baumgartner, Andy Loan, Chris Jordan, Jenna Van Meeteren, Tiffany Johansen, Kaitlyn Kuehl-Berns, Linda Zuercher, Peggy Lane, Caytee Jones, and Jennifer Garms.


Doeppke moved, Reimer seconded to approve the meeting minutes for March 3, 2026. Ayes: Doeppke, Peterson, Reimer. Motion carried.


Reimer moved, Doeppke seconded to approve the claims as presented totaling $148,487.35. Ayes: Doeppke, Peterson, Reimer. Motion carried.


Garrett Baumgartner provided an Information Technology departmental update.


Reimer moved, Doeppke seconded to approve the brand/logo as presented (depicts Motor Mill with bridge adjacent in navy blue/gold/orange/maroon tones). Ayes: Doeppke, Peterson, Reimer. Motion carried.


Reimer moved, Doeppke seconded to approve resolution #13-2026 “90-Day Embargo – Specific Roads.” Roll Call Vote: Doeppke-aye, Peterson-aye, Reimer-aye. Motion carried.


RESOLUTION #10-2025

90‑DAY EMBARGO‑‑SPECIFIC ROADS


WHEREAS: The Clayton County Board of Supervisors recognizes the severity of the past winter and its effect on certain roads during the period of thawing this spring, and


WHEREAS: Sections 321.236(8), 321.255, 321.471, and 321.473 of the Code of Iowa provide the authority for local authorities to impose restrictions as to the weight of vehicles to be operated on any highway under their jurisdiction and Section 321.463 establishes the penalty for violating said restrictions.


NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Clayton County, Iowa that the following weight restrictions are in effect for the period of 90 days from March 10, 2026, or until rescinded by the removal of signs by the proper authority, if conditions warrant an earlier date:

The County Engineer is hereby directed to have erected such signs as are necessary to advise the traveling public of these limits, in accordance with Section 321.472.


Reimer moved, Doeppke seconded to allocate Opioid Settlement funds to allow for Devon Baumgartner to attend the Iowa Narcotics Office Association Conference March 17-19, 2026 in the amount of $300.00 (reimbursed to individual). Ayes: Doeppke, Reimer. Motion carried.


Doeppke moved, Reimer seconded to approve the affordable housing project applications for Kenny and Diane Greve located 37365 Olympic Ave, Guttenberg. Ayes: Doeppke, Peterson, Reimer. Motion carried.

Reimer moved, Doeppke seconded to move forward with creating options for a health savings account to be added as an option to the county insurance renewal. Ayes: Doeppke, Peterson, Reimer. Motion carried.


The Board worked on the FY2027 County Budget.


There was discussion regarding whether the County should consider procuring a property neighboring the Osborne Center property.
