Delaware County Authorities release information on a number of arrest incidents

On Friday, October 9, 2026, at approximately 11:30 AM, Delaware County Sheriff’s Office Deputies arrested Travis Ray Manning, 41, of Oelwein on an active warrant for Grooming (Felony), Enticing a Minor under 16 (Felony), and Dissemination and Exhibition of Obscene Material to a Minor (Serious Misdemeanor).

On Saturday, October 10, 2026, at approximately 8:30 PM, Delaware County Sheriff’s Office Deputies arrested Angela Christine Westberg, 54, of Waterloo. Westberg was charged with two counts of Child Endangerment (Aggravated Misdemeanor), Operating While Under the Influence 1st Offense (Serious Misdemeanor), Possession of Controlled Substance (Serious Misdemeanor), and Open Container (Simple Misdemeanor).

On Sunday, October 11, 2026, at approximately 8:30 PM, Delaware County Sheriff’s Office Deputies arrested Tristan Michael Dittrick, 25, of Manchester. Dittrick was charged with Driving While Barred (Aggravated Misdemeanor).

On Tuesday, October 13, 2026, at approximately 1:00 AM, Delaware County Sheriff’s Office Deputies arrested Dairion Zerrell Bolden, 38, of Ryan on an active warrant for Criminal Mischief 3rd Degree (Aggravated Misdemeanor).

On Wednesday, October 14, 2026, at approximately 11:00 AM, Delaware County Sheriff’s Office Deputies arrested Cali Mae Stoddard, 30, of Blue Grass on an active warrant for Violation of Probation (Felony).

On Wednesday, October 14, 2026, at approximately 11:30 AM, Delaware County Sheriff’s Office Deputies arrested Charles Lamel Johnson, 48, of Cedar Rapids on an active warrant for Violation of Probation (Aggravated Misdemeanor).

On Wednesday, October 14, 2026, at approximately 1:00 PM, Shawn Michael Engelken, 55, of Colesburg turned himself into Delaware County Sheriff’s Office on a valid warrant for Theft 5th Degree (Simple Misdemeanor), and upon arrival Deputies observed he was impaired. Engelken was then charged with Operating While Under the Influence 1st Offense (Serious Misdemeanor).

On Saturday, October 16, 2026, at approximately 1:00 AM, Delaware County Sheriff’s Office Deputies arrested Shawn Michael Reth, 50, of Delhi. Reth was charged with Operating While Under the Influence 1st Offense (Serious Misdemeanor).

On Sunday, October 18, 2026, at approximately 1:00 AM, Delaware County Sheriff’s Office Deputies arrested Nicholas Ian Whitehouse, 19, of Manchester. Whitehouse was charged with Interference with Official Acts (Simple Misdemeanor), and received a citation for Possession of Alcohol Under Age.
