The City of Garnavillo City Council met in a citizen work session on Wednesday, July 30, 2025 at 6:00 pm at the Community Center, 106 W Niagara Street, Garnavillo.


The meeting was called to order by Mayor Charles Lawson at 6:00 pm.


Roll call was taken. Council members present were Bill Rademacher, Mike Schmelzer, Chad Schmelzer and Lance Kuehl. Council Member Rachel Wolter was absent.

New Business

Citizen Input Budget Planning Discussion


There were two residents present at the meeting. Items discussed were:

  • Clayton Ridge CSD lower playground is in serious need of work and they were wondering if the City would be interested in working together to make improvements, Pickle ball courts, repairs to the basketball court. They plan on approaching the school board to see what their plan is.

  • Sidewalk repairs

  • Beautification of downtown, curbs and sidewalks

  • Gem Park bathroom and expansion

  • Entrance signs need to be refreshed


Engineer Ertl explained that we could update the proposal we have to replace the sidewalks and curbs on Main Street and reapply for the STBG Grant with the DOT.


Council members stated that they would like to hold a grant workshop to see what grants are out there so they can decide what projects they want to do.


PWS Schroyer stated that we need to consider replacing the waterline to the Frye property and old hotel.


City Administrator/Clerk Atkinson asked council about the nuisance property program with UERPC, council stated they would prefer to keep it in-house and not be the first ones to use the program. Atkinson also mentioned that council could consider a full-time police officer who could help with the nuisances, council didn’t feel that was necessary at this time.
