On January 12th, 2026, at approximately 3:16 p.m., a Garnavillo police officer was on routine patrol in the city when they observed a vehicle with out of state plates that had been in front of them by happenstance pull into a local business after noticing the officer behind them. The vehicle then pulled directly back out of the lot after the officer passed without entering said business. The officer found this suspicious, and ran a registration check on the vehicle. The registration check showed that the female registered owner had a revoked driving status through the state of Wisconsin, and a suspended status in the state of Iowa. Having probable cause to believe that the female driver was the registered owner and was attempting to evade the officer, an investigatory traffic stop was initiated due to the suspicious behavior. The driver was identified as Karina Pinales-Torres (19) of Postville, IA. Pinales-Torres was found to have a suspended Iowa license with (8) eight withdrawals in effect due to multiple non-payments and being a habitual violator. Pinales-Torres was placed under arrest by Garnavillo P.D. and was transported to the Clayton County Jail where she was charged with Driving While License Suspended and Failure to File SR-22 Insurance.
