Manchester Man arrested for threatening juveniles with a gun

A Manchester man was arrested after he allegedly threatened three juveniles with a gun during two separate incidents in Delaware County. Court documents state that 21-year-old Luke Phillips arrived at a friend’s place of work in Earlville on Feb. 4 to give a juvenile a ride back home. The juvenile told authorities that he and Phillips had engaged in a mutual boxing match the week prior to Phillips arriving to pick him up. While they discussed the boxing match, Phillips held a handgun and looked at it, causing the juvenile to feel threatened. During the investigation into this incident, authorities learned of an incident in January that occurred at a residence in Manchester. Documents state that during this January incident, Phillips pulled a handgun out of his waistband and tossed it on a bed. One of two juveniles with Phillips unloaded the firearm and placed it back on the bed. Phillips then took the firearm, reloaded it, and pointed it at the heads of the two juveniles. Both juveniles felt threatened by Phillips’ actions. Phillips was arrested February 6 on warrants charging three counts of assault while displaying a dangerous weapon. Phillips is scheduled to be arraigned on the charges on March 4 in Manchester.
