Manchester Police arrest a Dubuque man in connection with Grooming Investigation

On Saturday March 14th, 2026, at 11:30 AM Manchester Police arrested Nathan Allen Hough (49), of Dubuque for:

- Grooming (Class D Felony)

- Dissemination of Obscene Material to Minor (Serious Mis)

Defendant Hough traveled to Manchester to conduct sex acts with an undercover officer portraying a minor. Defendant Hough is a professor at the University of Dubuque. Defendant Hough sent explicit photos to the undercover officer, requested the minor to urinate on him, and other heinous acts that are inappropriate to post.

Defendant Hough brought sex materials to the meetup as well. Officers immediately took Defendant Hough into custody without any incident and transported to the Delaware County Sheriff's Office for booking.
