Minutes posted from the Volga City Council meetings on March 23rd

The Volga City Council held a Public Hearing for the Proposed Property Tax Levy on Monday, March 23, 2026 at 601 Washington Street- Volga City Hall. Mayor Elaine Follon opened the Public Hearing at 6:00pm. Council members Rhonda Fry, Parker Klingman, Tyler Phillips, Crystal Nicholson and Tom Whittle answered Roll Call. Vic Haynes and Kathy Haynes were also in attendance. 

The Property Tax Levy and the mailing that residents received was discussed. The example included in the mailing was reviewed and questions were taken regarding how property tax amounts will change. Discussion followed. No additional comments were received. Vic and Kathy Haynes left the meeting. 

Motion by Klingman to close the public hearing. Second by Fry. All voted in favor. The Public Hearing was closed at 6:17pm. 

The Volga City Council held a special meeting on Monday, March 23, 2026. Mayor Elaine Follon called the meeting to order at 6:30 P.M. 

Council members Rhonda Fry, Crystal Nicholson, Tom Whittle, Parker Klingman, and Tyler Phillips answered Roll Call. Kelly Schaffer was also in attendance. 

Motion by Fry to set the Public Hearing for approval of FY 27 certification of taxes and budget for April 13th at 6:55 P.M. Second by Nicholson. All voted in favor. Motion carried. 

Kelly Schaffer asked for help paying the energy bills for lighting the truck sign on Highway 13. Discussion followed regarding ownership, maintenance and possible partnerships through the Park Board. Phillips motioned to table the issue and include it on the agenda for the April 13th meeting. Crystal Nicholson seconded and all voted in favor. Motion carried. 

Tyler Phillips motioned to adjourn. Seconded by Parker Klingman. All voted in favor. The meeting was adjourned at 6:47pm.
