Clayton County Authorities release information on a number of incidents

On April 21, 2026, at approximately 4:45 p.m., Clayton County deputies issued a summons to Matthew Palmer, 34, of Garnavillo, for driving while license revoked. This charge resulted from a motorist assist on Highway 18, during which Palmer admitted to driving the vehicle.
On June 9, 2026, at approximately 5:14 PM, Clayton County deputies arrested Brian Brainard, 41, of Fayette, for driving while license revoked. The arrest occurred after Brainard drove himself to the Clayton County Law Enforcement Center to serve jail time.
On June 10, 2026, at approximately 8:57 PM, Clayton County deputies arrested Isidro Gutierrez-Montes, 47, of Tulsa, OK, for operating while under the influence—1st offense, excessive speed, and no valid driver's license. The arrest stemmed from a traffic stop for a speeding violation on Highway 52 near 215th Street.
On June 12, 2026, at approximately 11:25 PM, Clayton County deputies arrested McKlain Bankes, 18, of McGregor, for driving while license suspended. The arrest stemmed from a traffic stop for an equipment violation.
On June 14, 2026, at approximately 4:12 PM, Clayton County deputies issued a summons to David Wilson, 71, of Stockton, IL, and a summons Mark Bartoski, 66, of Monroe, WI, for possession of a controlled substance (marijuana)—1st offense and possession of drug paraphernalia. The summonses stem from a traffic stop for a speeding violation on Highway 52 near Jolly Ridge Road.
On June 15, 2026, at approximately 2:15 PM, Clayton County deputies were dispatched to Highway 18 near 135th Street for a two-vehicle crash. After an investigation, it was determined that a 2020 Ford Explorer pulling a utility trailer, driven by John Richmond, 80, of Strawberry Point, was traveling eastbound on Highway 18 when Richmond pulled onto the shoulder. Richmond then attempted to make a U-turn, turning in front of an eastbound 2015 Ram pickup operated by Mark Schrandt, 68, of Cashton, WI. The vehicles collided, causing disabling damage to both. No injuries were reported. Richmond was cited for failure to yield upon entering a through highway. Assisting the Clayton County Sheriff's Office at the scene were Monona Ambulance Service, the Monona Fire Department, and the Monona Police Department.
On June 15, 2026, at approximately 10:30 PM, Clayton County deputies arrested Haley Pink, 30, of McGregor, for operating while under the influence—1st offense, possession of a controlled substance (marijuana)—1st offense, possession of drug paraphernalia, driving on the wrong side of a two-way highway, and failure to provide proof of financial liability. The arrest stemmed from a traffic stop after deputies observed Pink operating on the wrong side of a two-way highway.
On June 21, 2026, at approximately 7:00 p.m., Clayton County deputies issued a summons to Drew Dillon, 40, of Kalona, and arrested James Glenn, 39, of Elkader. Dillon was charged with possession of a controlled substance (marijuana) - 1st offense. Glenn was arrested for operating while under the influence 1st offense, and excessive speed. These charges stemmed from a traffic stop for a speeding violation on Highway 56.
On June 29, 2026, at approximately 9:00 p.m., Clayton County deputies arrested Dean Beck, 49, of Guttenberg, for interference with official acts and public intoxication. This arrest stemmed from the Clayton County Communication Center receiving multiple reports of Beck being intoxicated and yelling in the 200 block of North River Park Drive in Guttenberg.
On July 1, 2026, Clayton County deputies issued a summons to Sean Schultz, 27, of Garnavillo, for trespassing 1st offense. This charge stemmed from an incident on June 17, 2026, during which Schultz entered Motor Mill without permission.
On July 1, 2026, at approximately 12:54 a.m., Clayton County deputies arrested Johnny Snyder, 43, of La Grande, Oregon, for stowing away. This arrest stemmed from the Canadian Pacific Kansas City Railway reporting that Snyder was riding on a train without permission.
On July 2, 2026, at approximately 10:40 p.m., Clayton County deputies arrested Lawrence McTaggart, 62, of Strawberry Point, for operating while under the influence 1st offense. This arrest stemmed from a traffic stop on Canoe Road for a turning violation.
