Clayton County Authorities release information on a number of incidents

On December 14, 2025, at approximately 1:15 a.m., the Clayton County Communications Center received a 911 call requesting assistance involving 41-year-old Tiffany Scarff. Deputies located suspected drug paraphernalia and conducted field testing, which indicated the presence of fentanyl. Following an investigation and search of the residence, an arrest warrant was issued on January 15, 2026, for Possession of a Controlled Substance (2nd Offense) and Possession of Drug Paraphernalia. Scarff later turned herself in on both warrants. Scarff currently has an active warrant for Violation of Probation.


On January 19, 2026, at approximately 10:45 p.m., deputies with the Clayton County Sheriff’s Office conducted a traffic stop on a 2014 Nissan for no/defective license plate lamps. The vehicle was driven by 42-year-old Josue Lopez of Inver Grove Heights, Minnesota. During contact, Lopez admitted he did not have a valid driver’s license. Deputies confirmed Lopez’s license was revoked out of Minnesota. Lopez was transported to the Clayton County Law Enforcement Center and booked for Driving While License Revoked and Improper Registration Plate Lamp. The Clayton County Sheriff’s Office was assisted by the Monona Police Department, Fire Department, and Ambulance.


On January 20, 2026, at approximately 3:47 a.m., deputies responded to a reported domestic incident in Garnavillo. An investigation identified 23-year-old Jesse Breuer of Garnavillo as the alleged aggressor. An infant was present in the home at the time of the incident. Breuer turned himself in on a warrant for Domestic Abuse Assault 1st Degree Causing Bodily Injury.


On January 23, 2026, at approximately 11:41 p.m., Clayton County deputies responded to a reported hit and run involving a mailbox. Deputies later located a 2008 Dodge Avenger with damage consistent with the incident. A 17-year-old juvenile was cited for Failure to Notify following a motor vehicle crash.


On January 25, 2026, at approximately 6:00 p.m., the Clayton County Sheriff’s Office responded to a single-vehicle crash on Great River Road near South Sny Magill Hill. A 2019 Chevrolet Silverado driven by 36-year-old Adam Clauson of Guttenberg left the roadway and struck an embankment. The vehicle was located unoccupied. Clauson was later charged with Failure to Maintain Control and Failure to Notify DOT of an Address Change.


On January 26, 2026, at approximately 8:15 p.m., the Clayton County Sheriff’s Office received a report from a Garnavillo officer regarding a vehicle registered to 23-year-old Emilie Christianson of Garber, a known revoked driver. Deputies later located the vehicle, and Christianson was taken into custody and transported to the Clayton County Jail. She was charged with Driving While Revoked.


On January 27, 2026, at approximately 8:22 a.m., deputies investigated a reported domestic assault in Strawberry Point, Iowa. Walter Rowcliffe, 47, of Strawberry Point was arrested for Domestic Abuse Assault Causing Bodily Injury and transported to the Clayton County Jail. The Clayton County Sheriff’s Office was assisted by the Strawberry Point Police Department.


On January 29, 2026, at approximately 8:16 a.m., Clayton County deputies conducted a traffic stop after in-car radar recorded a vehicle traveling 78 mph in a 55-mph zone. The driver was identified as 36-year-old Jennifer Bros of McGregor, operating a 2018 Chevrolet Malibu. Deputies determined Bros had a suspended driver’s license with two withdrawals in effect. Bros was taken into custody and transported to the Clayton County Jail.


On December 23, 2026, at approximately 6:21 p.m., deputies responded to a two-vehicle accident on Golden Avenue. A 2019 Dodge Journey, operated by 62-year-old Julie Benson of Postville, struck the rear of a 2026 Kia SUV driven by 40-year-old Elsie Meyer of Monona. Benson was transported to the hospital for minor injuries.
