Council Chambers, City Hall, June 1, 2026, at 6:00 P.M

West Union City Council met June 1 2026, at 6:00 P.M. in Council Chambers with Mayor Kent Halverson presiding. The meeting began with the Pledge of Allegiance.


Attendance Present: DeBack, Gumm, McElree, and Tope. Absent: Becthold and Wallis.


Approval of the Motion to approve the agenda, changing #14 to Discuss Resident Email Re:

Agenda Fence was made by Tope, seconded by Gumm, All Aye. Carried.


Approval of Motion to approve the May 18, 2026, Regular Council Meeting minutes as

Minutes presented was made by Gumm, seconded by McElree. All Aye. Carried.


Approval of Settlement Motion to approve settlement agreements for Bp Express for First and Second

Agreements for BP Tobacco Violations was made by DeBack, seconded by Gumm. All Aye.

Express Carried.


Approval of BP Motion to approve tobacco license for BP Express was made by DeBack,

Express Tobacco seconded by Gumm. All Aye. Carried.

Review Citizen Motion to table citizen complaint about tree in Row on W Franklin St was made

Complaint of Tree in by Tope, seconded by Gumm. All Aye. Carried. Type of tree and owner of

ROW on W Franklin ROW need to be determined.


Reschedule Budget Motion to reschedule Budget Amendment Public Hearing for June 15, 2026, was

Accept Resignation of Motion to accept the resignation of Jaret Stellmaker, Park and Rec Director, was

Discuss S Pine St After some discussion on the crack sealing on S Pine St, Council would like to

Discuss Disposition of Motion to put three City Hall vehicles up for bid, with the option to not take

City Hall Vehicles bids, was made by Gumm, seconded by McElree. All Aye. Carried. Vehicles

include a 2011 Cruze, 2009 Crown Victoria, and 2006 Charger.


Approve 2026 Seal Motion to approve 2026 Seal Coating by Prairie Road Builders was made by

Coating by Prairie Gumm, seconded by Tope. All Aye. Carried.

Discuss Park and Rec After some discussion, motion to table request from Park and Rec Board to do

FY27 Budget Council members would like more information regarding the FY27 budget

Discussion and would like to review employee evaluations before approving salaries for

FY27.
