Council Meeting City of Clayton, Iowa March 18th, 2026 Minutes
Minutes Council Chambers 6:30 P.M. ----------------------------------------------------------------------------------------------------------------------------------------------------- Call to Order: Mayor Kuehl-Berns called the meeting to order at 6:30 PM with roll call and pledge of allegiance.
Council Attendance: Brandel, Hart, Michels, Staake here, Drexler present via Zoom. Also present, City Clerk Baych, Jared Burkel, Cody Brandel & Steve Johnson.
Consent Agenda: Consent agenda which includes the agenda, February 18th, 2026 minutes, Claimsfrom 2/18/2026-03/17/2026, Feb. Treasures’ report, Clerk report and Budget report, Motion by Hart with a second by Staake was made to approve the consent agenda with the correction to a typo error on the Treasurer Report Road Use Fund from $93117.70 to $9317.70, 3/17Roll Call, All ayes, motion approved.

Public Comment: Jared Burkel with People Services addressed the council with the 1st Qtr 2026 Report. He will inform city hall when he schedules spring hydrant flushing. Brandel stated a hydrant shut off valve was hit by the snow plow by his place. Burkel will follow up. Hart asked when Kluesner Construction would be back to complete work on Main Street. City clerk will check with them.
NEW BUSINESS:
Discuss city dock repairs and maintenance, Cody Brandel – Mr. Brandel discussed with the council recommendations of needed repair and maintain to the city dock. He supplied an estimate for $1840 for removal of wood, add 5-inch tube for H-beam sleeves, cut H-beams to size and weld flat in and drill holes & paint reinstalled wood. The proposal will be added to April’s agenda for approval.
Update on City Hall and propane tank damage from fallen tree – Mayor Kuehl-Berns informed council the damage from the fallen tree at City Hall has been turned into the insurance company for coverage. She has also reached out to several contractors for estimates. She once again thanked the Garnavillo Fire Department for their response and Al Hoeger and Eric Craft for helping with the cleanup.
Consider and approve light pole flags purchase – A motion by Staake with a second by Hart was made to approve the purchase of 15 legion flags for $325.00 plus shipping, Roll Call, All Ayes, motion approved
Report on Hazard Mitigation Meeting, Attended by Mayor Kuehl-Berns – Mayor Kuehl-Berns informed council on the Hazard Mitigation meeting she attended on March 11 at the Garnavillo Community Center. Kuehl-Berns discussed possible considerations for hazard mitigation efforts including determining a city wide shelter in the event of a disaster, cloud storage and training for securing public records. She encouraged all council and residents to be involved in updating the County’s Hazard Mitigation Plan through completing the following online survey:

Report on Local Leaders Day, Attended by Mayor Kuehl-Berns – Mayor Kuehl-Berns attended the Local Leaders Day event hosted by the Iowa League of Cities on March 4th at the state capital. She met with several local leaders and state representatives. She highlighted different bills the event presented on and shared ways to receive updates throughout the legislative session.
OLD BUSINESS:
Mayor Report: Mayor Kuehl-Berns reported the Clayton Easter Egg Hunt will be April 4th at Clayton School Grounds starting at 1:00 PM. She thanked Linda Wright and family for their time and energy organizing the event.
Kuehl-Berns also shared spring reminders including:
• Be respectful pet owners clean up after them and avoid excessive barking.
• Do not dump yard waste, leaves, tree branch or other materials in the creek.
• Use caution when burning in windy or dry conditions – follow the Clayton County Emergency Management or local fire department pages to stay aware of any burn bans.
With no further business, Hart moved to adjourn at 7:40 p.m. Seconded by Brandel, Roll call: all Ayes, Motion carried.
Next regular meeting will be Wednesday, April 15th at 6:30 P.M.
