Luana City Council Minutes of April 2, 2026
The Luana City Council held their regular monthly meeting Thursday, April 2, 2026, at 7:00 pm. with Council Members Lonnie Baade, Kevin Boddicker, Craig Radloff and Jackie Radloff-Schneider present. Absent: None Todd Olson.
Mayor Luke Steege called meeting to order at 7:00 pm.
Minutes of March meeting were reviewed and approved upon a motion by Boddicker second by Radloff-Schneider carried unanimously.
Baade motioned to pay all monthly claims totaling $21,764.75, Radloff second, carried unanimously. Receipts for the month totaled $30,518.77. Radloff-Schneider motioned to pass Res. 4-2026 T.O.F, Boddicker second, carried unanimously. Council reviewed reconciled reports.
Humble informed council that an agreement had been made for land purchase for the lagoon project. Radloff motioned to purchase 16.37 acres in the amount of $219,808.00 with $5,000.00 in earnest money to be held in Moonen Law Trust Account and full remaining balance due at closing Radloff second. Roll call vote: AYES 4, NAYS 0. Offer to buy real estate and acceptance was signed. Badde motioned to use WTFAP Grant to pay the land purchase price of $219,808 and put remaining grant balance of $280,192 toward the cities P&D loan, Boddicker second, carried unanimously.
Humble informed council that Elk Hollow oversold their Stream and Wetland credits and returned the unfillable amount of $10,208.25 to the city. Stream and Wetland credits were then purchased from New Mellery/Abbey Stream Mitigation in the same amount of $10,208.25.
Boddicker motioned to approve UERPC writing CDBG application and environmental review in the amount of $3,000, Radloff-Schneider second, carried unanimously.
Baade motioned to approve Res. 4.2-2026 Setting Public Hearing for May 7th for Submittal of an Application for a Community Development Black Grant (CDBG), Radloff second, carried unanimously.
Administrator Humble informed council that Congresswoman Hinson selected the City of Luana Wastewater Treatment Improvement Project as one of her 20 Community Projects funding request in the amount of $2,423,193.00. Humble was informed that it may take 8-10 months for processing to be completed.
Diana Johnson, UERPC, covered preliminary items needed for CDBG grant application. Council discussed community needs assessment in detail and discussed items to be included in a Capital Improvement Plan.
Boddicker motioned to set public hearing for FY2027 Budget for April 21, 2026, at 7pm, Radloff second, carried unanimously.
Complaints were received from smoke nuisance inside the city. Consensus of council to have citations given for future occurrences.
Fire Dept. radio equipment will be tabled until insurance cost quotes can be obtained.
Council discussed drainage on Church Street. Henkes, Public Works, will investigate the issue.
Next regular council meeting will be held May 7, 2026, at 7:00 pm.
Mayor Steege adjourned the meeting at 8:10 pm.

Luana Proposed Property Tax Hearing of April 2, 2026
The Luana City Council held their proposed property tax hearing on Thursday April 2, 2026, at 6:45 pm. with Council Members Lonnie Baade, Kevin Boddicker, Craig Radloff and Jackie Radloff-Schneider present. Absent: Todd Olson.
Mayor Luke Steege called meeting to order at 6:45 pm.
The Mayor announced that this was the time and place for the public hearing and meeting on the matter of the City of Luana’s Proposed Property Tax hearing at 6:45 pm. The Mayor then asked the Clerk whether any written objections had been filed by any City resident or property owner to the proposal. The Clerk advised the Mayor and the Council that no written objections had been filed. The Mayor then called for oral objections to the proposal and none were made. Whereupon, the Mayor declared the time for receiving oral and written objections to be closed.
Baade motioned to pass Res. 4.2.2026 Maximum Property Tax Dollars, Boddicker second. Roll call vote: Ayes 4, Nays 0. Mayor declared the measure duly adopted.
