Fayette County Authorities arrest Cedar Rapids woman and two people charged after hit and run accident in Oran

On 1/3/2026, the Fayette County Sheriff’s Office arrested Leseantae Honesty A’Lexus Smith, 22 y/o from Cedar Rapids, for driving while barred. An investigation determined that during jail visitation, it was discovered that Leseantae had driven to the Fayette County Sheriff's Office on a barred license. Leseantae was placed into custody and was held for an initial appearance from a magistrate.
On January 2nd, 2025, at approximately 12:36 a.m. Fayette County Deputies were called to 5057 Main Street in Oran, IA in reference to the report of a hit and run accident. Upon arrival it was learned that the driver later identified as Sarah M. Fowler age, 36 of Dunkerton, IA had returned to the accident scene along with another male party later identified as Joseph E. Liscano age, 31 of Sumner, IA. Upon arrival deputies investigated the accident and it was learned that Fowler had backed her 2008 Ford Edge into Craig Engelhardt’s 2013 Chevy Impala as she was leaving the bar. Also, while investigating, Liscano was found to be displaying signs of intoxication and was interfering with the investigation. Subsequently, Liscano was arrested and charged with public intoxication and interference with official acts. Fowler was also found to be displaying signs of intoxication and was subsequently charged with striking an unattended vehicle, failure to provide financial liability-accident related, public intoxication, and interference with official acts. The incident remains under investigation currently with additional charges pending upon completion.
On 1/2/2026, the Fayette County Sheriff's Office arrested Guilmer Javier Chicas Andrade, 44 y/o from West Union. Guilmer turned himself in to the Fayette County Sheriff’s Office on an active warrant for Lewd or Lascivious Acts with a Minor. Bond was $10,000 cash.
