Luana City Council Minutes of March 5, 2026
The Luana City Council held their regular monthly meeting Thursday, March 5, 2026, at 7:00 pm. with Council Members Lonnie Baade, Kevin Boddicker, Todd Olson and Jackie Radloff-Schneider present. Absent: Craig Radloff.
Mayor Luke Steege called meeting to order at 7:00 pm.
Minutes of February meeting were reviewed and approved upon a motion by Radloff-Schneider second by Olson carried unanimously. Minutes of February Special meeting were reviewed and approved upon a motion by Baade second by Radloff-Schneider carried unanimously.
Radloff-Schneider motioned to pay all monthly claims totaling $22,778.59, Boddicker second, carried unanimously. Receipts for the month totaled $187,055.61. Olson motioned to pass Res. 3-2026 T.O.F, Baade second, carried unanimously. Council reviewed reconciled reports.
Brian Bugenhagen, Garms Financial, reviewed current insurance policy for the city with a 14% increase. Work Comp being the biggest increase for Luana volunteer firefighters. Discussion was had on ways to decrease overall insurance expenses.
Humble informed council the SRF environmental review is complete, stream/wetland credits are purchased, and all permits are in place. Counteroffer was given to property owners’ attorney for lagoon land purchase. No response has been received.
Radloff-Schneider motioned to set public hearing date for Proposed Max Property Tax Levy for April 2, 2026, at 6:45 pm. Boddicker second, carried unanimously.
Olson motioned to approve building permit for Lot’s 10 and 11 within Countryside Estates permitting all city ordinances and city codes are followed, Baade second building permit, carried unanimously. Baade motioned to approve building permit for Duplex at 307 Main permitting all city ordinances and city codes are followed, Boddicker second building permit, carried unanimously.
Fire Dept. radio equipment was tabled until more information can be obtained.
Consensus of council to decline reimbursement to Luana Senior Housing for garbage billing.
Council continued discussion of Main Street expansion to connect Countryside Estates. Consensus of council to approve moving forward with street expansion.
Council reviewed proposed 2027 budget.
Council approved allowing Luana Fire Department to burn city dump items as training for new firefighters.
Henkes, public works, was instructed to obtain cost for equipment needed for curb stop locations.
City wide clean up will be May 2, 2026. Approved items need to be by curb by 6 am for pick up.
Next regular council meeting will be held April 2, 2026, at 7:00 pm.
Mayor Steege adjourned the meeting at 8:15 pm.
