Council Chambers, City Hall, April 6, 2026, at 6:00 P.M.
West Union City Council met April 6 2026, at 6:00 P.M. in Council Chambers with Mayor Kent Halverson presiding. The meeting began with the Pledge of Allegiance.
Attendance Present: Becthold, DeBack, Gumm, McElree, and Tope.
Approval of the Motion to approve the agenda, deleting #9, was made by Tope, seconded by
Agenda Gumm, All Aye. Carried.
Approval of Motion to approve the March 16, 2026, Regular Council Meeting minutes, and
Minutes March 30 Budget Work Session minutes as presented was made by DeBack, seconded by Tope. All Aye. Carried.
Approval to Open After some discussion, motion to approve opening the City dump site April 13th
City Dump Site was made by Tope, seconded by Gumm. All Aye. Carried. Dump site will be open during regular Street Dept hours (Monday -Thursday 6:30 a.m.- 3:30 p.m. and Friday 6:30-10:30 a.m. Residents may also check out a key from the WU Library to use the dump site on Saturdays from 10:00 a.m.-12:00 p.m. These days/hours are subject to change.
Approval of Motion to approve Resolution 2026-15 Setting Proposed Maximum Tax Levy at
Resolution 2026-15 $16.60 was made by Gumm, seconded by McElree. All Aye. Carried.

Approval to Set Motion to approve setting the Public Hearing for adopting the City Budget for
Public Hearing for April 20, 2026, at 5:30 was made by DeBack, seconded by Tope. All Aye.
Adopting City Budget Carried.
Approval of City Motion to approve City Administrator and Department Heads to hire seasonal
Administrator and employees was made by Tope, seconded by McElree. All Aye. Carried.
Department Heads
Approval of Updated Motion to approve updated Cemetery rates proposed by Cemetery Sexton Tony
Cemetery Rates Soppe was made by Tope, seconded by DeBack. All Aye. Carried. Weekend and holiday cremations will increase from $500 to $600, lot purchases will increase from $350 to $500, and location fees for full burials and foundations will increase from $70 to $100. Rates will take effect immediately.
Discuss Alcohol and After some discussion, motion to approve the appointment of the city attorney to
Tobacco Enforcement handle the alcohol and tobacco enforcement penalties was made by Gumm, seconded by Becthold. All Aye. Carried.
Discuss Approval of Motion to bring discussion of hiring Tree Doctor Services to treat City ash trees
Hiring Tree Doctor to the table was made by Becthold, seconded by Gumm. All Aye. Carried. After
Services to Treat City some discussion, motion to talk to the arborist from Fort Atkinson Nursery
Ash Trees before agreeing to treat trees was made by Gumm, seconded by Tope. All Aye. Carried.
Discuss N Pine St Motion to bring discussion of N Pine St Bridge back to the table was made by
Bridge Gumm, seconded by Becthold. All Aye. Carried. After some discussion, motion to create a community committee for the N Pine St Bridge Project was made by DeBack, seconded by Tope. All Aye. Carried.
Consider Approval of Agenda Item #11C, Consider Approval of WU Rec Foundation FY27 Funding
WU Rec Foundation Request of $10,000, remains tabled.
FY27 Funding Request
Comments and Council discussed possible future plans of the golf course now that the Trail is
Items to Discuss finished.
Council discussed the future of the Emplify Ambulance Services.
City Clerk was reminded that employee handbooks are to be furnished to the
new Mayor and Council members.
Next Council Next regular council meeting will be April 20, 2026, at 6:00 p.m. in
Meeting Council Chambers.
Adjourn With no further business to bring before the Council, a motion was made by
Gumm, seconded by Becthold, to adjourn. All Aye. Carried.
