A Manchester woman was charged following a minor two-vehicle accident in Edgewood. Delaware County Authorities report that the accident occurred on March 4th at 8:37pm. 18-year old Chloe Evelyn Letts of Manchester was operating a 2002 Dodge Ram 1500 westbound on Madison Street. Jerome Keith Siebrecht, 88, of Clermont, IA, passed away on March 3rd, 2026, at Stoney Brook Village in West Union, IA. Funeral services are pending.

On February 27th, 2026 Manchester Police arrested Robert Fenn Eselby III (23), from Minneapolis Minnesota. Defendant Eselby contacted an undercover officer on various social media platforms. As a result of this traffic stop, Loyd Leon Williams III, 39, of Oelwein, was arrested on a Buchanan County Warrant for Failure to Appear on Charge of Iowa Domestic Abuse Program – Contempt.
