A Manchester man was arrested after he allegedly threatened three juveniles with a gun during two separate incidents in Delaware County. The Monona City Council announced bids for the Center Street Improvement Project will be accepted until March 13 th.   The public hearing and bid letting will be held at the March 16th meeting.
